On “Do you guys personally practice `Eliminate render-blocking JavaScript and CSS in above-the-fold content` as Google PageSpeed states?”

Most websites can easily work flawlessly with jquery (and its dependent scripts) in the footer. Unless your website have an app-like properties, you don't really need scripts in the head. About inlining some above-the-fold css, depends if its really gonna make a difference, mostly based on the main css file size, and the percentage of it being used on that page. There is a great talk by Addy Osmany from Google on this topic, where he demonstrates a complete website optimization process.
