What people say. Recommended as a helpful tutorial for beginners needing to add pin constraints and program Altera FPGA boards.

Without an external clock? I assume you can use the clocks that come with your board. User Manual of DE2 board. PIN\_N2 and PIN\_D13 are clock pins. You should connect one of your choosing to the corresponding CLK variable in your code. You can use "pin planner" for that purpose. Here is a video tutorial: [video Edit: I have worked on the DE2 board before and as far as I recall there were some other requirements to use the 27 MHz clock. So, go with the 50 MHz for convenience.

You would need to add pin constraints to your FPGA design in the FPGA build tool. This is not done in VHDL, but is done in a separate constraints file. This video might help. Not sure, I haven't watched it but it appears to be relevant to exactly what you're trying to do.
