On “Between Flutter and ReactJS, what would you recommend more to a hobbyist?”

Flutter. You can build for most platforms. The component library is extensive. Android Studio has a great emulator to preview your app on different types of devices. * Flutter Basic Training - 12 Minute Bootcamp * Flutter in 100 seconds * Dart in 100 Seconds

On “I am an absolute noob when it comes to development. Now, my choices to begin with are either native (Kotlin) or cross platform (Flutter). What is ideal for me? Question”

The flutter docs have a step by step video tutorial you can follow. Or Google flutter project tutorial. I'm sure you'll get 43,583 options. The best videos I've seen are either from fireship or Mitch Koko Fireship is a ton of good information quickly. Mitch is the best explanation and step by step guide I've seen.
