Not really but with Redstone you can build logic gates. If you put a lot of logic gates together you get a computer. Here is a video of a working calculator built only with redstone. With command blocks you can do even more. Sethbling is a famous redstone and command block creator. He implement a Basic compiler with command blocks. Here is a Video it's pretty insane. So basically you can program everything in Minecraft with Redstone and command blocks, it's pretty slow though. Probably it's even possible to create Minecraft in Minecraft...
